February 2     Planning Issues in PBC by Isaac Hoyos

Isaac Hoyos

Masters Regional Planning, University of Pennsylvania, Philadelphia, PA, 1988

Graduate Diploma City Planning and Government Administration, Bogota, Colombia, 1977

Masters in Architecture, Valley State University, Cali, Colombia, 1974

EXPERIENCE

Urban and regional planner with over 30 years working and consulting for government organizations in the US and oversees.

South Florida experience has focused in the areas of comprehensive planning, regional water management and development review.  In that capacity:

·         Coordinates all planning activities for the review of development proposals. This includes staffing BCC, Planning Commission and other advisory boards; communications with all stakeholders, upper County management, and elected officials.

·         Administers the County’s Comprehensive Plan (Plan), including its implementation through the Land Development Code, Plan interpretation and periodic updates.

·         Represents the County in various advisory boards dealing with South Florida restoration and regional water management, policy decision-making and legislative affairs.

URBAN AND REGIONAL PLANNING IN FLORIDA 2010 AND BEYOND

South Florida planners, local governments and a variety of stakeholders will be facing multiple and difficult challenges in the upcoming future. These challenges are due to the economic recession and measures to boost economic recovery; the potential enactment of “Hometown Democracy”; the need for energy-efficient development patterns and green building strategies to overcome the impacts of global warming; and the need for transparency in government-private sector relationships to overcome the spectrum of corruption practices.

The chat will provide a candid reflection on these issues with the personal views of the author as urban planner and private citizen.

February 23     Construction Apprenticeship Training in South Florida

Russell Zech (rhymes with “tech”), Director, Business Development – Associated Builders and Contractors Institute

It’s pretty simple really. For twenty years Russell Zech has been a “go to guy” for construction workforce and organizational development. After military service, Russell began his construction career with general contractors implementing training, continuous improvement and team building on large petro-chemical projects.  Working to champion Construction Industry Institute best practices and helping to found the National Center for Construction Education and Research were highlights. Russell went on to take on curriculum development roles with national mechanical and electrical construction consolidators. He is currently responsible for Apprentice Recruitment at the non-profit ABC – Institute.  Russell and Heidi his wife reside in Coral Springs with son Micah and daughter Roxanne.  Their oldest, Roland, matriculated at the Virginia Military Institute this past August.

Russell is here today to brief you on Apprenticeship Training in South Florida.
